Dan Barry called the meeting to order, with an admonishment not to get bogged down in
previous procedures for the Plan of Organization. In previous years, the District and State
Committees were based on a percentage of the Republican votes cast in the most recent
gubernatorial general election. There are different potential models that could be used
such as 1:8,000, 1:16,000, or looking at each county on an individual basis.
In this meeting, we discussed District organizations. Bill Scholtes’ suggested
amendments are found in the Article 6 tab of the share drive.
Bill Scholtes began with Section 6-101, except for 101(d), is basically the same as the
existing plan. The exception in 101(d) is that members of the District Executive
Committee are elected at the county convention. Section 8-201 outlines how those
members are elected.
It is pointed out that appointed members of the Executive Committee in the District, such
as the finance chair and the executive officers serve at the pleasure of the District Chair.
There is a provision in a later article that deals with resignations and appointments.
After some discussion, there has been no objection to adopting 6-101 as written.
In Section 6-201, Bill Scholtes moved remove the phrase “within the district,” making
the line to reread “Manage the affairs of the District Party.” Ed Stiles seconded the
motion which carried.
Hunter Clark introduced the following amendment:
Section 6-301.  Duties. 
(c)  Secretary.  The Secretary shall keep all minutes and records of Executive Committee
meetings, shall maintain a roster of all District Executive Committee members and of all
Precinct and County Executive Committee members within the district.

Hunter Clark moved for passage of the amendment, which was seconded by Michael
Magnanti, which carried with no objection.
Further Discussion on Article 6
After some discussion, there was general consensus that the role of the District is to act as
a facilitator between the counties and the state.
Suggested language: “The duty of the chair will be to support, advise, cooperate, and
coordinate on a limited language”
The consensus will be to move this language at a later date.
Bill Scholtes moved for the removal of the following in subsection f: three additional
members elected by the Finance Committee. Robert Watkins seconded the motion. The motion
carried.
The last item on the agenda was the case of redistricting. The question was how to quickly
reconstitute a congressional district. The members of the district executive committee will be
elected at the county convention. All of this is covered in Section 6-401 through Section 6-
407(b).
There being no objection, the language was approved by unanimous consent.
As the meeting to closed, Chairrnan Barry admonished the committee to read up on Articles 7
and 8, as well as the commentary from Bill Scholtes.
With no further business, Mike Phillips moved for adjournment, with Bob Castona seconding the
motion. The motion carried with no objection.
