Chairman Dan Barry called the meeting to order over Zoom.
Chairman Barry explained the functions of the committee. The first function was to
amend the NCGOP Plan of Organization (The Plan) The second was to hear and rule onf
disputes based on an interpretation of the plan.
Chairman Barry then went around the room and asked what members hoped to
accomplish from their service on the committee. Several members mentioned that they
would like to see happen from the committee. Some stated that they would like to see the
plan made more understandable, and some stated that they would like see counties better
able to have plans that do not conflict with the state plan.
The process disputes start with NCGOP Legal Counsel Russ Ferguson and Chairman
Barry providing interpretation. Those seeking interpretation can appeal to the full
committee for interpretation. Essentially, Roberts Rules of Order will address those
issues that plan does not address.
Chairman Barry announced that Kyle Offerman will serve as staff attorney, and
participate in the committee as a non-voting member. Bob Scholtes, as a member of the
committee will serve as chief drafter.
Chairman Barry stated that the goal of the committee prior to the 2024 convention will be
to amend the plan where there is immediate need with the intent to do a full rewrite in
advance of the 2025 NCGOP Convention.
Chairman Barry also stated that virtual meetings would be kept to a minimum only in
emergency situations, and will meet in either Greensboro or Raleigh, and a schedule will
be announced soon. It is anticipated that there will be two meetings in March, and all
business must be completed by 15 April ahead of the 2024 NCGOP Convention.
There being no further business. Harvey West moved the meeting adjourn, seconded by
Ed Stiles and the meeting adjourned without objection.
