Chairman Dan Barry called the meeting of the NCGOP Plan of Organization Committee
to order.
Since the 2024 Convention in Greensboro, Bill Scholtes has begun developing an
operational template with several drafts of what the new NCGOP Plan of Orgainization
(the plan) would look like. Those will be released to the committees in the coming days,
but Chairman Barry instructed the committee to not discuss them with the public until the
committee could discuss them in person.
The plan page on the NCGOP website will have the minutes and work product as it as it
is produced.
The main part of the process will be to look at the plan in its entirety. District
representatives (DR) will be tasked with getting the information to the county executive
committees, and to obtain input from the same. The DR’s will also be responsible to
remind all involved that not everyone will be pleased with everything, but the process
will be as transparent as possible. The goal for the rewrite is as follow: to create an
efficient plan and give the counties and districts to build out as regional and county needs
demand.
Meetings: There will be virtual meetings once a week (usually starting at 4 pm) during
the business week with one meeting per month in person.
Vice Chairman Mike Phillips talked about the concept of Canons of Construction, also
known as rules of statutory interpretation, are general rules that help judges and attorneys
interpret legal documents like statutes. Canons can be based on common sense, grammar,
or policy assumptions, and they can consider many sources of meaning, such as the text,
structure, history, and intended outcomes of a statute.
It has been recommended that the committee members read Reading Law: The
Interpretation of Legal Text, written by Antonin Scalia and Bryan A. Garner. In this
book, the anticipation of problems, the understanding of the intent of the authors, and
other useful tools are presented.
The issues that may be presented in the re-write may include but are not limited to:
1) Neutrality of Executive Committee members during primaries
2) Appointment to vacancies on the district court
3) Function and Makeup of State Executive Committee and Central Committee
4) Relief of Duty of Executive Committeee Members
5) Powers and functions of legislative and judicial district committees

Chaiman Barry instructed the committee to be on the lookout for a list of issues, drafted
plans, and notice of the next six meetings.
The committee will also work with Billy Miller, who will facilitate discussion to smooth
the roles of the plan as opposed to Robert’s Rules of Order.
The first major draft of the new plan will be presented to the Executive Committee of the
NCGOP in December 2024, with the final approval taking place at the 2025 NCGOP
Convention next year. The vote will be an up-or-down vote with 2/3 of convention
delegates approving.
There being no further business to come before the committee, Harvey West moved for
adjournment of the committee. Motion was seconded by Ed Stiles, and the Committee
adjourned.
