Vice Chairman Mike Phillips called the meeting to order.
Last week, the committee concluded Article 7. This week, the committee discussed
Article 8.
Article 8-101 through 8-105 covers county conventions. Specifically, 8-105 deals with
convention fees, essentially stating that the fee must be reasonable and only for the
purpose of defraying convention costs. If there is a problem with an individual county,
individuals having a problem have the option of appealing the fee.
Section 8-201 addresses electing at-large District and State Executive Committee
members. Bill Scholtes, using drafter’s prerogative stated that he would add the phrase
“in accordance with the number of registered Republicans in each county” in the second
sentence. A thought was expressed, in rebuttal, that these committees are separate, and
that the District Executive Committee needs to function on their own.
After extensive discussion on this, it was decided by a motion by Harvey West, seconded
by Harvey West to postpone further discussion to a later meeting.
The next item, 8-301 through 8-305, dealt with District Conventions. As in the section
related to the section on the county plan, this section deals with calls to the convention,
responsible committees, election of officers, and convention fees.
Sections 8-401 through 8-406 deal with the State Convention. The committee’s attention
was directed to the subject of amendments and resolutions from the floor. There was
some discussion about amendments and resolutions that don’t go through the normal
committee process. There is a requirement for 1,000 copies to be distributed onto the
convention floor (for those amendments and resolutions that don’t pass through the
committee process under the current plan.
Chairman Barry mentioned that the goal is to create an efficient process at convention
while also trying to prevent proceedings being bottled up by “crazy stuff” from the floor.
The question was also posed about removing the 1,000-copy requirement in exchange for
the 2/3 threshold, given the technology that is available for electronic reading.
Additionally, do we allow only those amendments that were considered and rejected by
the committee to be brought to the floor at convention?
Bob Castona made a motion to eliminate the language in 8-403 as it related to a proposed
processing fee. The motion was seconded by Michael Owens and carried with one in
opposition.
Bill Scholtes will re-write portions of 8-402 and 8-403 and bring them back for
consideration.
In 8-404 deal with election of officers, and the provisions remain the same as the current
plan. This is also true for the procedure for choosing National Convention delegates.
In Article 9, the most contentious issue is likely to limit the ability to pass a censure.
Another issue would be the passing of party property at the end of a chairman’s term. The
other issue that needs attention would deal with removal of officers, party neutrality, and
party discipline.
Article 10 would need to be examined as it addresses the issue of how and when things
will transition should the new plan go into effect.
Tommy Fuller moved the committee adjourn. Ed Stiles seconded the motion, which
passed without opposition.
