Chairman Dan Barry called the committee to order.
There are a lot of recommendations that have gone out over the weekend, and Bill
Scholtes has been gathering them together.
This issue of Article 6 came up, and it was suggested to create a single county district
organization. There does not seem to be much support as the District County
organizations, in addition to electing the Republican candidate for Congress, sometimes
as a forum for discussing problems and finding best practices.
The first item Article 6 would be the statement of purpose (6-101). There was no
objection to adding the statement of purpose.
In 6-202a, the District Committee will propose and temporarily propose a District Plan of
Organization and present it at the District Convention. The only reason the District
Executive Committee would change a Plan of Organization would be to bring the plan
into compliance after a change was made at the State Convention. Another instance
would be to pass adopt the State Plan with amendments, such as in the First District.
Since there is no motion in support, 6-202a is eliminated.
In 6-301, as a condition of election of being elected District Chair, a newly elected
District Chair, if they are currently serving as a County Chair, then he or she must elect
their positions as County Chair. The rationale is to allow individuals to serve in roles
without one person duplicating. There should also be a check and balance, and that
requirement would satisfy such a check and balance. Mike Phillips summed it up by
stating that it’s “difficult to serve two masters.”
Michael Magnanti moved to accept the language of a District Chair not being permitted
to serve simultaneously as County Chair. Marshall Conrad second the motion.
Harvey West moved to amend that the District Vice-Chair be included. Ed Stiles
seconded that motion. After some discussion, Jerol Kivett moved to amend the
amendment to require that all District officers cannot serve simultaneously as County
Chair. Harvey West seconded the amendment to the amendment. The amendment of the
amendment passed 9-6.
This brings us back to the main amendment made by Mr. West. The amendment passed
9-6.
The next item dealt with amendments from the floor. Any Republican member can
submit a proposal to the Plan of Organization Committee, the Platform Committee, or the
Resolutions Committee. If an amendment does not clear the committee, then it can go
before the convention, which would be subject to a 2/3 vote. Mike Phillips moved the
adoption of the proposal. Michael Magnanti seconded the motion. The motion passed
with no opposition.
The discussion then landed on Article 9.
In 9-103, an amendment governing censure, would set a high bar of 66 2/3% of the
membership attending would be required for a censure resolution to go forward.
Another question came up as what defines an opportunistic candidate. The language for
that came from a 2018 Supreme Court race in which a candidate became a Republican
only for the purpose of disrupting the established Republican incumbent.
It was suggested during discussion that there might be another category, in addition to
censure, that would be a statement of disapproval.
Next week, there will be a continuing discussion on the censure issue.
Michael Owens moved to adjourn with Jerol Kivett seconding. The motion carried with
no opposition.
