Chairman Dan Barry called the meeting to order.
Discussion resumed on Article 7, version 9, of the Plan of Organization. It should be
noted that this is simply a working document.
As introductory discussion, a question was posed about the NCGOP Executive
Committee. The roster (Article 7, Section 102) was broken down into two classes. Ex-
officio members are General Assembly members, members of both Houses of Congress,
Council of State members, and Republican affiliate leaders. The second grouping are
state officers, county chairs, and at-large members elected by the county convention.
Mike Phillips moved that Immediate Past Chairs are not included. The motion was
seconded by Michael Owens. The motion passed with no opposition.
The discussion moved to what defines officers on the Executive Committee. However,
the issue of the General Counsel and Finance Chair, which are appointed by the state
chair, acting as members of the Executive Committee. Mike Phillips moved that General
Counsel and Finance Chair are not considered members of the Executive Committee as
they are not elected. Michael Maganti seconded the motion.
After some discussion, and an alternate offer was made by Bill Scholtes to create a third
class of member that are appointed; General Counsel, Finance Chair, and the chairs of the
standing state committees. Consequently, Mike Phillips withdrew his motion, allowing
Mr. Scholtes to make his proposal a motion. Mike Magnanti seconded the motion. The
motion passed with no opposition.
The next discussion had to do with the adviser to the Teenage Republicans due some
concern about a minor being a voter on the Executive Committee. The concern was the
advisor voting at the instruction of the Teenage Republicans seemed a bit much. It was
pointed out that the Chairman of the Teenage Republicans has probably the least
institutional knowledge of anyone on the Executive Committee. No further action was
taken on this.

Another concern was the reverse weighting of the ex-officio members. The current
weighting of the ex-officio members is roughly 20%. The other alternative was dropping
that percentage down to 15%.
The remaining two issues for the Executive Committee are the size of the Executive
Committee and the quorum. There is a consensus that the Executive Committee needs to
be reduced. From the discussion, vice-chairs are already eliminated from both the county
and district level.
After extensive discussion on the numbers after discussing the ratios, there seemed to be
no consensus on that.
After pivoting the discussion to the quorum, a motion was made by Mike Phillips and
seconded by Bill Scholtes to limit the voting weight to 15% for elected officials. Ten
members voted in favor, with four voting in opposition. The motion carried.
Chairman Barry asked for direction for modeling of the Executive Committee. There will
be a presentation on what those numbers would like for altering the membership ratio. A
complete breakdown by county will be sent out to the members.
Due to people not being available due to the November 5 th election, there will be no
meeting on October 30 th , with the intent of reconvening on November 6 th .
Ed Stiles moved the meeting to adjourn, with Jerol Kivett seconding. The motion carried
with no opposition.
