Chairman Dan Barry called the meeting to order. Chairman Barry announced that the the
next in-person meeting will not take place until after 1 October. More to come on that.
There had been some off-line discussions about the role of the Executive Committees and
that there were a set of questions that were meant to be asked of the District Chairs. Most
of the District Chairs did respond and we were waiting on a few others. A table is being
built to compare the response.
The last item discussed was the role of the treasurer, requiring the county treasurer to
instruct the precinct and county leadership on campaign finance. Marshall Conrad
mentioned a State-issued handbook.
The next item that came up had to do with the question of who would be allowed to
participate in the precinct meetings. Current Plan of Organization requires a deadline of
January 31 to be a registered Republican to participate in the Precinct meetings. The
proposed amendment would allow the following exceptions: 17 year olds who will turn
18 prior to the precinct meetings, or people who have just recently moved into the
precinct between January 31 and the date of the precinct meeting.
The January 31 st date is the date where the county data is uploaded into the credentials
portal where the precincts can create their delegate for the county conventions. It is
loaded for the entire credentialing process.
There was an additional proposed amendment that allowed only for a January 31 st with no
exceptions.
There is some doubt as to whether or not making the exception would change the
outcome of a state chair’s race at the State Convention. It may be more of an impact at
the District level.
Another question came up about allowing the different counties to opt in whether or not
to make their own exceptions. Chairman Barry stated the need for consistency across the
state.
Final Language
“A member shall be entitled to participate in the precinct meeting provided 1) they are a
resident of the precinct as a registered Republican on January 31 st or 2) if not then
registered to vote as a Republican on the day of the precinct meeting, between that date
and January 31 st only if they have registered to vote, establishing residency or attained the
age of 17 (in a presidential election year) or 18.” The motion was made by Bob Castona
and seconded by Mike Owens. The motion carried.
In a future meeting, we will discuss roles, responsibilities, and expectations for District
Chairs.
There being no further business to come before the committee, Ed Stiles moved to
adjourn with Mike Phillips seconding. The motion passed and the committee adjourned.
