He earned a BA in Political Science from the University of North Carolina and comes to the NCGOP as a valued writer and consultant in everything from politics and markets, to geopolitical risk and policy. After several productive years as a professional equities trader, he embarked on a career in politics, joining 2012 GOTV efforts with the NC Victory Fund and subsequently served in the administration of Republican Governor Pat McCrory focused on economic and workforce issues. Jeff has also served as capital reporter for the North State Journal covering state politics, a regular contributor to Carolina Journal, and as a senior policy analyst for a leading global political risk firm.   • Operación ¡Vamos! crushes NCGOP Record for the most Hispanic voter contacts in a single election cycle

    RALEIGH, N.C. – In April 2022, the National Republican Senatorial Committee, the North Carolina Republican Party and eight additional GOP State Parties announced the launch of “Operación ¡Vamos!” a seven-figure investment in field and communications programming focused on taking the Republican message to the Hispanic community. As one of the launch states, the North Carolina Vamos program has been active on the ground, speaking to voters throughout the state, since April.

    This week the North Carolina Vamos program hit a milestone, contacting over 125,000 Hispanic voters throughout the state, the highest number of Hispanic voter contacts for a single election cycle in state party history.

    NCGOP Pursues Court Order to Verify Absentee Ballots

    RALEIGH, N.C. – This week, the NCGOP continued its fight to ensure Absentee By-Mail Signatures are only approved in accordance with the law. The NCGOP filed a motion for a temporary restraining order and a motion for a preliminary injunction in Wake County Superior Court against the North Carolina State Board of Elections.

    Specifically, the NCGOP is asking the court to enjoin the State Board of Elections from enforcing its prohibition of county boards of elections from comparing and verifying signatures on absentee ballot containers in the November 2022 General Election. 

    Stepping up to defend the State Board’s nonsensical position is the Elias Law Group, founded by Marc Elias, the former Hillary Clinton campaign lawyer of Steele Dossier fame. Elias has been ridiculed in federal court for attempting to undermine elections and has been sanctioned in another federal court for a “lack of candor." His firm's involvement is a harbinger of weakened election security for the voters of North Carolina.

    It’s long past time that someone put a stop to the State Board’s continual efforts to undermine the security of our elections in the Tar Heel State—the NCGOP is working to do just that.

    With county boards of elections set to begin reviewing absentee by-mail ballots next week, allowing the State Board to continue enforcing these unlawful measures will cause irreparable harm unless stopped by a judge. 

    "Security in the electoral process is critical; why the Board of Elections continues to undermine the integrity of our elections is inexplicable," said NCGOP Chairman Michael Whatley. "The NCGOP is pursuing this lawsuit to ensure our elections remain secure and free from doubt."

  • Republican Party Seeks Preliminary Injunction of Poll Observer Restrictions & Absentee Deadline

    RALEIGH, N.C. – Late last week, the North Carolina Republican Party, in conjunction with the Republican National Committee and Clay County GOP Chair Barbara Deas, filed a motion for preliminary injunction in Wake County. The motion was filed in the lawsuit brought last week against the North Carolina State Board of Elections over the Board’s unconstitutional efforts to restrict poll observers and extend the absentee by-mail deadline.

    The motion asks the presiding judge to “enjoin [the State Board] from enforcing unlawful regulations and written guidance in the upcoming 2022 general election.”

    Specifically, the GOP claims the State Board’s imposition of the four-hour restriction to at-large poll observers and the State Board’s unilateral change of the deadline for absentee by-mail ballots "go beyond the Board’s statutory authority, violate due process rights, and infringe on the Legislature’s authority to set elections procedures under the U.S. Constitution." This “preliminary relief is necessary to instill confidence that the [State Board] will act with transparency and within the rule of law in the impending 2022 general election.”

    With only 31 days remaining until the start of early voting for the 2022 General Election, allowing the State Board to continue enforcing these unlawful measures will cause irreparable harm unless stopped by a judge; accordingly, the GOP has requested an expedited hearing on this matter.

    Election integrity is consistently ranked as a top priority among North Carolinians. However, the partisan State Board of Elections is once again using tricks to undermine the integrity of our elections, causing more voter confusion and doubt.

  • NCGOP, Clay County Republican Party Chair, and RNC File Lawsuit Against the North Carolina State Board of Elections

    RALEIGH, N.C. – Late last week, the North Carolina Republican Party, in conjunction with the Republican National Committee and Clay County GOP Chair Barbara Deas, filed a lawsuit in Wake County against the North Carolina State Board of Elections over the Board’s unconstitutional efforts to restrict poll observers and extend the absentee by-mail deadline.     Once again, the State Board of Elections has usurped the legislature’s authority to make laws that govern our elections, demonstrating  the Board’s allegiance to their partisan agendas  over the Rule of Law. 

    Election integrity is consistently ranked by North Carolina voters as a top priority, and our electoral system and officials should always aim to provide and promote transparency. The N.C. State Board of Elections, a body whose very existence is predicated on the goals of transparency and integrity, has instead gone rogue in an effort to restrict transparency. 

    Much like they did in 2020, the State Board has attempted to unilaterally push back the absentee ballot deadline. That deadline is set by law as passed by the duly elected members of our state legislature. The Board has no authority to change it.

    Further, poll observers play a critical role in ensuring the integrity of elections, providing much needed oversight from the citizens. This State Board has continued to do everything in its power to restrict the rights of observers and to make it more difficult for the Republican Party to shift observers in every county. The Rules Review Commission shut down such an effort by the Board just a few of weeks ago and also shut down so-called “emergency rules” the Board attempted to pass in 2020. However, the State Board remains undeterred and is now explicitly directing county boards to violate the law by restricting at-large poll observers to 4-hour shifts, thereby cutting their flexibility and making it tremendously more difficult for the county parties to have eyes on all voting sites.     

    “Voters in North Carolina deserve to have confidence in our elections, but when the State Board continues to bend, change, or otherwise flatly ignore the law that undermines the public trust,” said NCGOP Chairman Michael Whatley. “Frankly, we’re not going to stand for it. That’s why we have partnered with the RNC to reign in this out of control Board.”

    This lawsuit is but one of the many actions the N.C. Republican Party has taken at the state and national level to protect election integrity. Republicans will not allow the hijacking of our elections by a group of unelected partisans who have proven more loyal to their political party than to the laws that govern them..

    The NCGOP will continue its efforts to ensure transparency, integrity, and accountability within our election systems on behalf of the voters of North Carolina.

    RALEIGH, N.C. – The North Carolina Republican Party (“NCGOP”) along with the RNC and NRCC filed an amicus brief this week in support of the NC General Assembly in the Moore v. Harper case coming before the Supreme Court of the United States this Fall. Read the full brief here

    This case comes before the U.S. Supreme Court on appeal from the Supreme Court of North Carolina, where the majority—composed of four Liberal-Activist Justices—abandoned core constitutional boundaries in order to legislate their preferred political outcome from the bench. The majority substituted their will for that of the General Assembly by ordering the use of a congressional district map drawn by unelected and unaccountable special masters.

    “The people of North Carolina elected these Justices to uphold the law, not make the law. I am confident that the United States Supreme Court will follow the Constitution as written and reverse the political decree issued by the Democrats on the Supreme Court of North Carolina,” said NCGOP Chairman Michael Whatley. 

    This case, among many other recent decisions, highlights the need to elect Conservative Judges who will preserve the Constitutional Order and adhere to the Rule of Law. The citizens of North Carolina deserve nothing less. The N.C. Republican Party will continue to work tirelessly to safeguard our courts from partisan judicial activism.

    RALEIGH, N.C. – We agree with the decision reached by the Rules Review Commission. The rules proposed by the State Board of Elections would have made it harder for North Carolinians to observe elections and for election officials to carry out their duties. The NCGOP along with the RNC filed a letter objecting to the rules on the grounds that, among other things, the State Board attempted to bypass the standard rulemaking process but failed to meet the statutory requirements to do so. 

    This fundamental decision showcases the clear intent of our Legislature to limit the authority and discretion of the State Board of Elections. With this decision, the Rules Review Commission has emphasized the importance of strictly adhering to the law as opposed to allowing the administrative state to run wild and free.

    “Plain and simple: the Democrat-controlled State Board attempted to subvert the administrative rulemaking process,” said Chief Counsel of the N.C. Republican Party Philip Thomas. “The voters of this State owe thanks to the commissioners who stood up for the Rule of Law.”

    The North Carolina Republican Party will continue to advocate for the adherence to the letter of the law, as set forth by our Legislature, and ensure our elections are handled with the utmost integrity.

    RALEIGH, N.C. – Democrat North Carolina State Senator Valerie Jordan (District 3) is under investigation by elections officials after allegations and evidence surfaced that she does not actually live in the Senate District she represents. Instead, it appears she lives in Raleigh. Initial hearings are scheduled Tuesday in Currituck County, where the challenge was filed with Currituck County Board of Elections by Republican District 3 Senate candidate Representative Bobby Hanig.

    Appeals will be handled by the N.C. State Board of Elections, a partisan board full of partisan Democrats with a track record of abusing their authority to protect and advance Democrat candidates. True to form, Governor Roy Cooper has again demonstrated his partisan approach to elections administration, prophesizing to a reporter that, "Nothing will come of this.

    "Why is it not surprising to see Governor Cooper putting his thumb on the scale and trying to affect the outcome of this challenge?" said NCGOP Chairman Michael Whatley. "His statement is, unfortunately, just one more example of why Cooper has opposed a non-partisan Board of Elections, preferring one that he can control."

    North Carolina deserves elections administration that is free of undue influence from powerful partisans who hold political agendas above all else.


  • Ruling by Democrat-Majority N.C. Supreme Court Usurps the Will of Voters

    RALEIGH, N.C. – Today, four liberal activists on the North Carolina Supreme Court invalidated two constitutional amendments that were passed by an overwhelming majority of voters in 2018, relying on purely partisan interests rather than sound legal reasoning. This outrageously political ruling is not only an affront to the Rule of Law, but also an insult to the voters of the State of North Carolina. 

    As the dissenting justices assert, this “is a radical departure from mere judicial review as this court expands its reach beyond constitutional guardrails and unilaterally amends the constitution for its own reasons.”

    The Constitution makes clear that the People—through their elected representatives, not activist judges—make the law in this state. With this decision, the Democrat majority on the N.C. Supreme Court have suppressed the voice of the people and substituted their personal partisan desires instead.

    “This is the most tortured legal theory the North Carolina Supreme Court has ever used in its storied history,” said Chairman of the N.C. Republican Party Michael Whatley. “The fact that Justice Ervin would allow himself to be the deciding vote in striking down the votes of more than 4.1 million North Carolinians is proof positive that he is not fit to serve on this Court.”

    Under the absurd logic advanced by the four radical liberals on the N.C. Supreme Court, every single action taken by the N.C. General Assembly during the period in question would need to be invalidated. Every law, every tax cut, the entire state budget, and the additional Constitutional Amendments placed on the ballot and passed by the people – all would be null and void.

    However, instead of applying this absurd logic uniformly, the activists on North Carolina’s highest court are applying their reasoning solely to two favored political targets for elimination – Voter ID and tax rate limits. This disgraceful act from the most activist court in our state's history sends a clear message to North Carolina voters - that this Court will continue to run roughshod over our Constitution in order to advance their radical political agenda. 

    In November, the People will elect Conservative Judges who will fulfill their duty to uphold our Constitution and laws, honor the Will of the People and end this type of nakedly political activity by the NC Supreme Court. 

     


  • NC Judge Confirms Constitutionality of Law on Abortion After Five Months

    RALEIGH, N.C. – North Carolina law protecting an unborn child after 20 weeks of pregnancy is reasonable, supported by a majority of North Carolinians, and it is Constitutional. Judge Osteen's decision this week makes that clear.

    Most people agree there should be reasonable limits to protect the health and safety of women and their unborn children. In North Carolina, a clear majority support the established law placing such a limitation at 20 weeks, after roughly five months of pregnancy in which babies in the womb are already sucking their thumb.

    This decision is a win for life and the Rule of Law, and it comes despite N.C. Attorney General Josh Stein refusing to do his job. Stein worked to undermine the defense of this established law, contrary to his duty as attorney general and the will of the people. 

    Democrats have adopted the radical of position demanding abortion with no limits up until the moment of birth and that extremist position is out of touch with North Carolinians. Voters will reinforce that fact at the ballot box in November.


  • Press Release: Appeal Filed in Guilford County Electioneering Case

    RALEIGH, N.C. – On Thursday, July 14, the North Carolina State Board of Elections issued a declaratory ruling prohibiting the use of signature-match verification for absentee ballots by county elections officials, thereby denying counties a common-sense election integrity tool at a time of low voter confidence.

    "We are stunned that the Democrats on the State Board of Elections are blocking the use of signature verification on absentee ballots," said Chairman of the N.C. Republican Party Michael Whatley. "This misguided decision is a direct contradiction of state law, which is clear that County Boards of Elections are required to validate the identity of absentee voters. The North Carolina Republican Party will explore every option at our disposal to restore voter signature verification as an essential component of our County Boards' efforts to protect the integrity of North Carolina elections.”

    As noted by N.C. Attorney General Josh Stein in 2018, "[...] the bulk of voter fraud occurs absentee, and there's nothing to do with ensuring that the person voting absentee is who they say they are." By specifically prohibiting signature-match verification on absentee ballots, the State Board has neutered the County Boards of Elections ability to mitigate potential fraud where the risk of fraud is highest. The People of North Carolina deserve far better.

    The NCGOP is awaiting the written order from the N.C. State Board of Elections, at which point further legal options, including appeal, will be considered.


  • Press Release: Appeal Filed in Guilford County Electioneering Case

    GUILFORD COUNTY, N.C. – On Thursday, June 30th the North Carolina State Board of Elections will hear the appeal in former County Commissioner Alan Branson’s election protest, made on behalf of Guilford County taxpayers, with regard to the illegal use of taxpayer funds to electioneer for the passage of the $1.7 billion bond on the ballot in May 2022. 

    Ahead of Thursday’s hearing, both parties have filed briefs summarizing their arguments, which can be viewed here: Branson’s Appeal Brief and Guilford Board of Commissioners and School System’s Joint Brief.

    “Having lost an election myself by 72 votes, out of over 43,000 cast, I know how important fair elections are,” said Branson. “As County Commissioner for almost a decade, I took our role as stewards of Guilford County citizen’s hard-earned taxpayer dollars seriously. We want the best education resources for our students in Guilford County, but we must ensure the law is followed. It is unjust to take taxpayer dollars and use them in such a political, partisan way. The taxpayers of Guilford County deserve better and I’ll continue to fight for that.” 

    Branson’s evidence shows the Guilford County School System and the Guilford County Board of Commissioners sent mass texts, emails, voicemails, and mailers to tens of thousands of voters instructing them to “Vote Yes” on the bond. School administrators also deliberately removed high school students from educational settings to propagandize the bond, as well as incentivizing students to vote in exchange for exemption from teacher-made exams. 

    The School System also paid for a political operative to create a voter analysis, created and posted videos in support of the bond, and promised the creation of nearly 25,000 jobs in Guilford County if the bond passed. The School System also took the liberty of appropriating COVID expenditures to advertise. Finally, it appears the School System, Superintendent Sharon Contreras, and board of education members may have also crossed lines with third party groups to support the bond, including nonprofits, businesses, and political committees.

    “After reviewing their brief, we are further resolved to get this right for Guilford County taxpayers,” states Branson attorney Philip Thomas. “Instead of defending the integrity of their actions, they are trying to find procedural and technical loopholes in the hopes the State Board declines to even look at the evidence of illegal electioneering - all 192 pages of it. We will push forward in the fight to hold these bad actors accountable.”

    On the night of June 24, North Carolina Republican Party offices in Raleigh were vandalized with threats of violence following the U.S. Supreme Court decision overturning Roe v. Wade. This act was followed by numerous threats over the weekend.

    It is unfortunate and unacceptable that left-wing activists resort to vandalism, destruction of property, and threats of violence in response to any political views they disagree with.

    The NCGOP calls on Democratic leaders to denounce these and all threats of violence or illegal activity in response to the Supreme Court ruling to overturn Roe v. Wade.

    Yesterday, Jerry “Alan” Branson filed an appeal on behalf of Guilford County taxpayers with regards to the illegal use of taxpayer funds to electioneer for the passage of the County’s $1.7 billion bond referendum. See the full Appeal here.

    The Guilford County Board of Elections’ laughable dismissal of the Protest, occurred upon 3–2 party line vote, with all Democrats on the board refusing to investigate the misconduct of government actors, including the Guilford County Government and School System.   

    The overwhelming amount of evidence presented thus far in this case—before any discovery has even occurred—clearly shows the Guilford County Schools and the Guilford County Government violated the law by using taxpayer funds to promote the passage of the bond. 

    “Not only is the government attempting to indoctrinate our children, now they’ve attempted to indoctrinate voters using your tax dollars. We cannot let that stand. My goal is to make sure Guilford County’s taxpayers know exactly how their money is spent and to ensure that our elections are free of illegal government interference,” said former Guilford County Commissioner Alan Branson.

    “We cannot sit idly by and allow for taxpayer dollars to be misused for political purposes without any repercussions or accountability. We will continue this fight until those responsible are held to account,” stated Philip Thomas, one of Mr. Branson's attorneys.  

    Branson has now brought on additional legal firepower by adding Steven Walker and Kevin Cline to his legal team. Walker was formerly General Counsel and Chief of Staff to Lieutenant Governor Dan Forest and is now a partner at Walker Kiger, PLLC. Cline runs his own firm Kevin Cline Law, PLLC. In addition to private practice, Philip Thomas also serves as Chief Counsel to the North Carolina Republican Party.

  • NCGOP Statement on SCOTUS Leak, Continuing Fight to Protect Life

    Along with millions of pro-life Americans across the United States, the NCGOP is optimistic that the Supreme Court will overturn Planned Parenthood v. Casey and Roe v. Wade later this Summer.  Although we must wait until an opinion is handed down to know the particular details of the decision, it is important to note that such a decision will mark an extremely important milestone in the fight to protect the Sanctity of Life.

    It will also signal the opening of a major new battlefield in that critical fight. The decision will not, as some argue, end abortion as we know it.  It will merely shift the fight from the federal courts to the states - meaning that we will have individual states enacting legislation governing abortions within their borders.

    Such a decision will highlight the extreme importance of the 2022 election cycle in North Carolina. The North Carolina General Assembly will be called upon to enact legislation protecting the unborn in this state. Radical Progressive Activists will stop at nothing to stop pro-life legislation from being enacted - and will sue immediately if they cannot. The fight for the Sanctity of Life will be fought in Raleigh and other state capitals rather than in Washington, DC.

    "I am proud of the work that I and thousands of Republican Activists across North Carolina have done for years to elect pro-life candidates to the Senate, Congress and the State Legislature," said NCGOP Chairman Michael Whatley.   • NCGOP Statement on Alleged Misuse of Funds, Illegal Electioneering by Guilford County Government

    The N.C. Republican Party is alarmed following revelations about the misuse of public funds and probable campaign finance violations stemming from Guildford County government's biased promotion of specific ballot referenda. Specifically, the County is alleged to have leveraged government resources to promote passage of an enormous $1.7 billion school bond referendum as well as a ballot referendum to raise sales tax rates on the people of Guilford county.

    The County used government websites, literature, and video productions to, not merely provide information, but to aggressively promote passage of these political ballot initiatives. In an official letter from his attorney, Alan Branson has requested the County Board of Elections, State Board of Elections, County Attorney, State Treasurer, and State Auditor open an investigation into the illegal use of public funds. The County is even accused of registering high school students to vote for the express purpose of supporting these political referenda. Not only are school administrators more than willing to indoctrinate our kids, now the schools and county government are attempting to indoctrinate voters too. 

    This is an illegal use taxpayer money to enable the further taking and spending of taxpayer's money - a feedback loop only embraced by corrupt officials with no respect for the Rule of Law.

    Here, a Democrat-dominated county government has apparently taken it upon themselves to run a political campaign using taxpayer money and county resources to promote a specific political outcome. The N.C. Republican Party supports the NC GOP District 6 in its call for transparent, unbiased, politically neutral information on ballot initiatives coming from county governments and associated agencies - not illegal electioneering from Democrat officials who are legally obligated to know better.

    President Joe Biden is in North Carolina today to deflect blame and push more of the same failed policies that are eating away at North Carolinians' purchasing power, even as 70% of Americans know exactly where the blame lies - with Joe Biden.

    “Joe Biden will do his best while in North Carolina to sell the worst inflation in 40 years as somehow not his fault, but the People of North Carolina aren't buying it,” said Chairman of the N.C. Republican Party Michael Whatley. "Our families, our farmers, and our small-business owners know Biden and the Democrats' failed policies are to blame for these crises, and that more Big Government Biden policies are not the solution. Voters will make that very clear in November."

    North Carolina and the nation deserve a sound economy, stable prices, and a prosperous future. The restoration will begin in November with the election of Republicans up and down the ballot.
